Message: YOUR PLANTS SET THEIR BLOSSOMS THE SEASON BEFORE. IF YOU HAVE BLOOMS ON THE BOTTOM, BUT NONE ON THE TOP, IT COULD BE BECAUSE THE BOTTOM HALF OF THE SHRUB IS INSULATED BY THE SNOW, THEREBY PROTECTING THE FLOWER BUDS. IT'S ALSO POSSIBLE THAT THEY'RE BEING PRUNED TOO LATE IN THE SEASON. ALL PRUNING FOR YOUR RHODOS SHOULD BE DONE IMMEDIATELY AFTER THEY FINISH BLOOMING.
